Oliver Pandian serves as the Cybersecurity State Coordinator (CSC) for Maryland as part of the Cybersecurity and Infrastructure Security Agency’s (CISA) Integrated Operations Division (IOD) staff within Region Three (3). He is an experienced security officer with a demonstrated history of working in government and industry. He is skilled in evaluating organizational risk and providing guidance. Equally proficient in working with technical professionals and Senior Executive Management to communicate and execute operational, tactical, and strategic goals and objectives. As the Maryland Cybersecurity State Coordinator, he serves as the lead federal advisor for cybersecurity and cyber incident response coordination to leaders across Maryland State Government and leaders within counties, cities, and private industry. As a Cybersecurity State Coordinator, he builds strategic public and private sector relationships, supports entities with preparation, response, and remediation efforts relating to cybersecurity risks and incidents, facilitates cyber threat information sharing, supports cybersecurity exercises and training, and raises awareness of financial, technical, and operational cybersecurity resources available to State, Local, Tribal, and Territorial (SLTT) governments.
Oliver has thirty years of experience across the information technology and cybersecurity domains working in varying roles across the federal, SLTT, Department of Defense (DoD), and private sectors. He served as the Chief Information Security Officer (CISO) for Baltimore County Government and the State of Maryland Department of Information Technology (DoIT) in his two previous roles. In those roles, Oliver implemented the cybersecurity programs to include planning the enterprise security architecture, policy design and implementation, incident response planning, vulnerability management, information risk management, vendor management, and information technology contingency planning. He has served as an Information Assurance Officer (IAM) for a DoD entity, where he assessed and mitigated system vulnerabilities and designed and implemented security controls to reduce risk to an acceptable level. Additionally, Oliver worked as part of a Computer Network Defense Service Provider (CNDSP) to monitor threats across DoD. In the private sector, Oliver worked as an IT Operations Administrator for a large top-ten accounting firm as the systems administrator supporting hub and multiple branch offices. Oliver is a veteran and served in the United States Army working to support computer and telecommunications services.
Oliver holds a Master’s in Business Administration (MBA) from the University of Baltimore (UBALT), a Master’s in Information Technology from the University of Maryland Baltimore County (UMBC), and a Bachelor’s degree in Computer and Information Science from the University of Maryland Global Campus (UMGC). He also holds the (ISC)2 Certified Information Systems Security Professional (CISSP) and the ISACA Certified Information Security Manager (CISM) certifications among many others.
