Ben is an technologist and strategist with background that spans business, government, and academia. Ben currently serves as the Principal Scientific Officer at the U.S. Department of Justice Foreign Investment Review Section, where he has responsibility for assessing the technological and investment risks associated with foreign economic activity in the United States. This includes DOJ’s work in protecting national security in foreign investments and transactions (including CFIUS), telecommunications (including Team Telecom), the information and communications technology and services (ICTS) global supply chain, and related aspects of cybersecurity, data security and privacy, and economic national security. Ben also serves as a technology and policy advisor to senior DOJ and NSD leadership on interagency discussions at the intersection of technology, investment, and national security.

A veteran of the Washington, DC policy circuit, Ben previously worked as Senior Director for Strategic Initiatives at Oracle, where his supported the CEO through special projects on emerging technologies such as cloud computing, artificial intelligence, and IT modernization. Prior to that, he served at the Department of Homeland Security as a cybersecurity analyst and policy advisor to the Principal Deputy Under Secretary for Cybersecurity and Communications, as well as spending time supporting the Air Force and Navy staffs and as an analyst at RAND Corporation. Ben graduated with engineering degrees from Stanford University and a public policy degree from the Harvard Kennedy School of Government.
