Devin is a strategic counselor, crisis and risk manager, and litigator with deep experience in and out of government navigating mission-critical matters involving national security, complex litigation, and government investigations. Devin has held several senior positions and leadership roles in the Department of Justice and White House. He currently serves as Chief of the Foreign Investment Review Section in the National Security Division, where he leads and directs DOJ’s work in protecting national security in foreign investments and transactions (including CFIUS), telecommunications (including Team Telecom), the information and communications technology and services (ICTS) global supply chain, and related aspects of cybersecurity, data security and privacy, and economic national security. Devin also serves as a legal and policy adviser to senior DOJ and NSD leadership on, and participates in interagency committees involving, a wide range of legal and policy issues at the intersection of technology, the law, and national security.
Previously, Devin served as Deputy Assistant Attorney General in the Office of Legal Counsel, where he advised the Executive Branch on the most critical questions of constitutional, statutory, and administrative law. Before that, Devin served as Associate Counsel and Special Assistant to the President in the White House Counsel’s Office, where he counseled White House advisers, National Security Council staff, and agency lawyers and policymakers on high-profile legal issues regarding China, economic national security, cybersecurity, emergency powers, congressional oversight, separation-of-powers, and constitutional and administrative law.
Before government, Devin was a complex and appellate litigation partner at Kirkland & Ellis LLP. Early in his career, he clerked for Judge D. Brooks Smith of the U.S. Court of Appeals for the Third Circuit and Judge Amul Thapar of the U.S. District Court for the Eastern District of Kentucky. He graduated from the University of Virginia School of Law and The College of William & Mary.
