Chief Risk Officer of Cybraics Former Deputy Chief Information Officer of the FBI
Dean Hall is the Chief Risk Officer of Cybraics Inc, a cybersecurity analytics-as-a-service company. He previously served as deputy chief information officer of the Federal Bureau of Investigation’s (FBI) information and technology branch with responsibilities that included daily IT activities, procurement and operational risk decisions, and oversight of the cybersecurity program.
Dean entered federal service with the Central Intelligence Agency (CIA), where he served a variety of tours of increasing responsibility and also served as the chief scientist for information security. During his CIA career, he was also assigned to the National Reconnaissance Office (NRO) as the chief of the facility and information security division, responsible for overseeing the NROs physical, technical, and information and information security programs. In 2002, he and two CIA colleagues were detailed to the FBI to establish the FBI’s Security Division Program in response to the Webster Commission findings following the Hanssen Espionage Case. Dean was responsible for establishing the Information Assurance Program and served as the FBI’s first chief information security officer. In 2003, he transitioned career services from the CIA to the FBI. He was later appointed as the FBI’s program management executive for the office of IT program management. He established a formal program management office that increased the professional standards of the project management workforce through enhanced investments in training and leadership development.
Dean holds an electrical engineering degree from the George Washington University in Washington, D.C., with graduate studies in systems engineering and engineering management. He has attended senior executive training at the Kellogg School of Management, Northwestern University and at the Harvard Kennedy School of Government. He has received multiple awards during his public sector career including the Presidential Rank Award for Meritorious Executive.
